Abstract

The National Pact for Literacy in the Right Age (PNAIC) is a Brazilian public education policy that constitutes a compromise between governments at the federal, state and municipal levels with the aim of ensuring that all children in the public school are literate until 8 (eight) years of age, this is, at the end of the 3rd. elementary school year. This article aims to analyze the implementation of children’s literacy proposals at the right age, as recommended by PNAIC, in the view of literacy teachers and considering the reality of a municipality located in the northeastern region of the country. The study discusses the main concepts related to literacy and advanced literacy, in addition to presenting PNAIC and its practices in the municipality studied. From the methodological point of view, it is an exploratory and descriptive research, with a qualitative approach, using as a data collection procedure a case study that included the observation technique and research with twenty (20) literacy teachers. The results indicate that the municipality has been implemented the proposal for the literacy of children aged between 6 to 8 years and providing continuing education for literacy teachers. However, it has a high number of students per class, as well as the lack of courseware for specific classes and a high number of children entering the 4th grade without been literate yet
